Dear Prime Minister Carney,
Effective August 1, 2025, the United States will impose a Reciprocal Tariff of 35 percent on all goods imported from Canada. For many decades the United States has welcomed Canadian products, while Canada has continued to maintain high tariffs and non-tariff barriers, especially with respect to our dairy farmers and other agricultural producers. Even today, Canadian officials have responded to our moderate 25 percent reciprocal tariff by imposing retaliatory measures of their own.
In addition, Canada has failed to stop the lethal flow of fentanyl and other dangerous synthetic drugs across our shared border. This crisis threatens the health, safety, and security of the American people and must be addressed immediately.
If Canada works with me to stop the flow of fentanyl, we will, perhaps, consider an adjustment to this letter. These tariffs may be modified, upward or downward, depending on our relationship with your country. Should Canada choose to retaliate with further tariffs, whatever number you choose to raise them by will be added on top of the 35 percent rate cited herein.
I sincerely hope that we can work together toward a fair, balanced, and reciprocal trading relationship. You will never be disappointed with the United States of America.
